A new link road connecting Edward Street and Raglan Avenue is now open, delivering permanent traffic improvements near Castle Plaza as part of the Department for Infrastructure and Transport’s River Torrens to Darlington (T2D) Project.

With the opening of the link road, the following permanent traffic changes are now in place:
Ongoing Raglan Avenue worksFollowing the removal of traffic signals on South Road, construction continues along Raglan Avenue between South Road and the new roundabout.
To allow these works to be carried out safely, the following temporary traffic arrangements will remain in place until mid‑2026:

These changes will support construction of new kerbing, footpaths, pavement, landscaping and lighting.
The works form part of the River Torrens to Darlington (T2D) Project and the $850 million Broader Network Upgrade, designed to improve safety and traffic flow for all road users.
Castle Plaza and surrounding local businesses remain accessible at all times via South Road and Raglan Avenue.
Pedestrian and cyclist access may be adjusted during works, with signage in place to guide safe movement through the area.
Emergency vehicle access will be maintained at all times.
Temporary Raglan Avenue car park changes
Raglan Avenue entrances to the Castle Plaza car park will be closed from 7pm Sunday 26 April for approximately two weeks. Detours inside and outside of the Centre will be in place to assist with traffic navigation.
Bus stop changes
Bus Stop 15 on Raglan Avenue (north and south sides) has been relocated to new permanent locations.

Works along Raglan Avenue, South Road and Price Street will continue and include kerbing, driveways, footpaths, landscaping, drainage, lighting and service relocation.
Construction of the new signalised intersection at the Castle Plaza entrance on South Road and Price Street is expected to commence in late April and continue through to mid‑2026, weather permitting. Further updates will be provided closer to commencement.
